March 4, 2014 — Miami

Federico Osorio's mother reported that her son was behaving erratically and had threatened to harm her and himself with a knife.

When police arrived at the condo, Federico Osorio, 20, was armed with knives and aggressive. Officers tried to use their Tasers but that failed, and they said they felt threatened enough to fire, killing him.

Osorio had a history of incidents with police related to his bipolar disorder, according to his sister. His parents filed a civil suit for negligence against the county. Read more
